As Richard noted, Microsoft has not made public the method by which a custom transition or effect could be added to the latest versions of Movie Maker. This is in contrast to the prior versions where there was a published API that allowed customization. I really would like to be able to create customizations within Movie Maker, but can't at this time. In the meantime, if you want to load the prior version Windows Movie Maker 6.
